The back yard is giant clumps of grass because the entire yard was mowed way too low

The provider this provider replaced for one time said he would cut the grass twice because of how long it was due to other providers not showing up. This guy left grass clumps all over my lawn and didn't blow any grass clippings off my driveway or my neighbors driveway or the sidewalks. Parts of grass were not cut or edged and it looks sloppy
